The Israeli airstrike on the Evian facility in Tehran on June 23, 2025, resulted in the deaths of many civilians, including rescuers and workers. According to information from the organization Human Rights Watch (HRW), this strike was classified as an "obvious military crime." As a result of the attack, civilian individuals were harmed, while the strike itself did not have an obvious military target.
HRW reports that as a result of the airstrike, at least 80 people were killed, including civilians and their relatives, who were in the vicinity during the time of the attack. The organization stated that Israeli forces carried out the strike in a location where medical facilities and administrative offices were located, which made it "illegally indiscriminate."
After the attack, Iranian authorities transferred the injured to other institutions in Tehran, but during the transfer, some of them became victims of violence. In particular, political detainees, who protested against the conditions of their transfer, reported beatings and the use of electric devices. Among the reported victims after the attack was Swedish-Iranian doctor Ahmadreza Jalali, who is under the threat of execution.
HRW called for an independent investigation into the violations from both sides. At the same time, Iranian authorities did not provide information about the fate of some of the injured, who remain under the control of security and intelligence services.
