In the new season of the Premier League 2025-26, referees will receive new guidelines regarding the designation of penalty kicks for holding offenses. The key focus will be on holding players in the penalty area during standard situations.

Along with the new rules, referees will need to assess whether holding is prolonged and whether it affects the ability of a player to play the ball. If holding impedes a player, it may lead to a penalty kick being awarded.

Additionally, referees will need to pay attention to whether a player who is holding is focused on the ball or on a player. There will also be increased monitoring of simulation during matches, and players who attempt to deceive referees may be penalized.

Another innovation is the rule regarding yellow cards for holding by referees, which requires referees to issue a yellow card if holding lasts beyond this time. If a referee exceeds this limit, a free kick will be awarded to the attacking team.

Referees will also introduce cameras on the helmets of referees, which will allow them to assess the game from their point of view, but live broadcast will not be available during critical moments.

The Premier League will also continue to utilize the VAR system with high engagement, supported by 83% of surveyed match participants, including players, coaches, and fans.

It is noted that in the previous season, a total of nine penalties were awarded for handball offenses, which is the lowest indicator among the major European leagues.
