In Kupiansk, located in the Kharkiv region, fewer than 1,000 residents remain, as Russian shelling has destroyed critical infrastructure. This was stated by the head of the Kharkiv regional military administration, Oleg Synegubov. According to him, last month there were 1,200–1,300 people in the city, but now only 991 remain.

Kupiansk lacks centralized water supply, electricity, and gas. Water supply is carried out only partially, as critical infrastructure has suffered catastrophic damage. Synegubov noted that emergency response teams and services are also subjected to attacks from the enemy side.

The head of the Kupiansk district military administration, Andriy Kanashievich, added that in some parts of the city and nearby populated areas, police and State Emergency Service workers cannot fulfill their obligations due to insecurity. High activity of drones makes work in Kupiansk very unsafe. According to him, the number of residents is decreasing, and evacuation is ongoing.

The situation in Kupiansk remains complicated, as 95% of infrastructure has been destroyed. In July, it was reported that Russian forces are attempting to seize strategic bridges across the Oskil River, but Ukrainian forces are thwarting these plans.
