The Government of Ukraine Launches an Audit of Strategic Minerals and Fossil Fuels

• An audit of users of subsoil for strategic minerals is being conducted.
• It is planned to review the trends in coal mining in Ukraine.
• An agreement with the USA provides for the establishment of a fund for investment in minerals.

The Cabinet of Ministers of Ukraine has adopted a decision on conducting an audit of all users of subsoil who have permits for strategically important deposits. This became possible due to an order issued by the Prime Minister of Ukraine, Yulia Svyrydenko. The audit will be conducted by the Ministry of Economy and the State Geological and Subsoil Service.

Prime Minister Svyrydenko emphasized that it is necessary to check who is actually working, and who is only holding a license without any activity. Such entities should either start providing results or return to the auction for additional investors.

By the middle of July 2025, the Cabinet of Ministers approved a list of strategic minerals, which includes 11 types, such as aluminum, uranium, and titanium. Among the entities that are subject to auction, there are 60 objects, including 17 uranium deposits.

In addition, there are plans to review the trends in the distribution of coal deposits in the Mezhyhirsk and Svychan districts. This decision is included in the framework of the agreement between the USA and Ukraine regarding the establishment of a reconstruction fund.

Yulia Svyrydenko stressed that the natural resources of Ukraine should work for the economy of the country. According to the agreement, the resources will remain state property, while the fund will be focused on the sale of Ukrainian mineral resources.
