Zelensky Introduces Sanctions Against Drone Manufacturers

The President of Ukraine Volodymyr Zelensky signed decree No. 599/2025, which implements the decision of the National Security and Defense Council of Ukraine from September 16, 2025, regarding the introduction of sanctions. This package of sanctions is aimed at the Russian military-industrial complex, specifically targeting drone manufacturers that utilize artificial intelligence.

The restrictions apply to 39 individuals and 55 companies, of which 43 are Russian, 10 are Chinese, and 2 are Belarusian. Among them are leading developers of combat drones, such as "Zala Aero" and "Umni Ptakhi", as well as suppliers of electronics from China and Belarus, which provide components for drones.

In particular, the sanctions target the companies "Progmatik" and "Rozumni Ptakhy", which are engaged in drone manufacturing. The restrictions also affect suppliers of components used in drones, including Chinese companies that supply engines, cameras, and other elements. The sanctions have strategic significance, as they are aimed at limiting the development of Russian combat drones.

The president also signed a decree on changes to the state register of sanctions, which pertains to judicial and aviation matters.
