In September 2025, Ukraine intensified attacks on Russian oil refineries, which resulted in significant consequences for Russia's energy infrastructure. In particular, the attack on the drone-free oil refinery in Novoshakhtinsk, Rostov Oblast, has been ongoing for the third day, causing a massive fire.

At the refinery, which previously accounted for 1.7% of Russia's oil processing capacity, there have been numerous attacks that have led to the shutdown of operations at other large plants, such as those in Volgograd and Saratov. As a result of the attack, according to Ukrainian intelligence, one of the smallest refineries has been shut down, affecting the overall processing capacity of oil in Russia.

The fire at the Novoshakhtinsk refinery has escalated to critical proportions, and local authorities have decided to stop the water supply to the neighboring Krasny Sulin to ensure sufficient water supply for firefighting. According to the authorities, the situation remains complicated, and residents are facing deteriorating water quality.

Furthermore, Ukraine has activated strikes on other energy infrastructure objects, including pipelines that supply oil to Europe. This has led to increased concern among neighboring consumers, such as Hungary and Slovakia, which are experiencing disruptions in supply.

Analysts indicate that Ukraine's attacks on Russian energy infrastructure could have lasting consequences for the Russian economy, particularly as fuel prices continue to rise and fuel reserves in several regions are beginning to dwindle.

At the same time, Ukrainian forces continue to develop long-range strike technology, utilizing new drones, such as the "Flamingo" winged missiles, for strikes on Russian facilities.
