Iran is holding negotiations with Europe regarding the nuclear program

  • Iran is conducting negotiations with France, Germany, and the United Kingdom with the aim of preventing the imposition of sanctions.
  • The "snapback" mechanism may be activated by September 31 if an agreement is not reached.
  • Restoration of access to MAGATE is an important point in the negotiations.

This was reported by The Yomiuri Shimbun, Radio Free Europe/Radio Liberty.

On September 24, 2025, Dubai, Associated Press — Iran's Minister of Foreign Affairs Abbas Araghchi held a telephone conversation on September 23 with colleagues from France, Germany, and the United Kingdom to prevent the re-imposition of UN sanctions due to Tehran's nuclear program. This call took place ahead of the deadline set by Europe, which ends on September 31.

European countries warned that they could activate the "snapback" mechanism, which allows for the restoration of sanctions if Iran does not comply with the requirements of international monitoring of its nuclear program. Since the beginning of Iran's war with Israel in June, when nuclear facilities were destroyed, Iran's nuclear program has increased, especially as Tehran has suspended cooperation with the International Atomic Energy Agency (IAEA).

Araghchi, in his statement after talks with European colleagues, expressed criticism regarding their legal and moral position, but emphasized Iran's readiness for diplomatic negotiations. The French Minister of Foreign Affairs Jean-Yves Le Drian confirmed that talks are taking place and announced the next round of discussions for the upcoming week.

Along with a letter from August 8, three European countries warned Iran about the possibility of activating the "snapback" mechanism, which will not be achieved without a prior resolution regarding nuclear issues. This mechanism, established under the 2015 agreement, allows for the quick restoration of sanctions without lengthy negotiations.

Restoration of access to MAGATE is a key aspect of the negotiations. Iran is also threatening to arrest the director of MAGATE Rafael Mariano Grossi, who is monitoring the situation. In addition, Iranian officials announced attempts to cooperate with China and Russia to counteract the activation of the "snapback" mechanism.

In the event of activation of the mechanism, the UN will restore six resolutions related to sanctions against Iran, including an embargo on conventional arms and restrictions on activities related to ballistic missiles.
