On August 25, 2025, during a visit to Kyiv, German Finance Minister Lars Klingbeil confirmed support for Ukraine in the context of the war with Russia. He emphasized the importance of creating a "strong Ukrainian army," capable of defending itself, as well as the necessity of increasing domestic production of defense equipment in Ukraine.

Klingbeil stated that security guarantees are critically important to ensure that Russia does not further attempt to attack Ukraine. He stressed that Germany will remain a reliable partner for Ukraine and continue to support its strengthening in ensuring security.

In addition, German government spokesman Steffen Hebestreit expressed the opinion that Russian leader Vladimir Putin is still not interested in a peaceful settlement, regardless of diplomatic efforts. He believes that only a firm stance can confirm Russia's seriousness in seeking peace.

The head of the Ministry of Foreign Affairs of Germany, Jochen Wadepul, also noted that Ukraine needs security guarantees that will be maximally aligned with NATO membership standards. He stressed that violations of these guarantees would be perceived as an attack on Ukraine.

These comments emerged amid new diplomatic negotiations between the presidents of the USA and Russia, which took place in the Alliance, as well as after statements regarding the fact that most Germans do not believe in the ability of their chancellor to influence the US president on matters of war in Ukraine.
