LA-PAZ, Bolivia — Jorge "Tuto" Quiroga, the former president of Bolivia, is one of two candidates who advanced to the second round of elections, which will take place on July 19. After three unsuccessful attempts to become president and the fall of the ruling left party, Quiroga promises significant changes in the country’s economy.

In a recent interview, he stated that he intends to transform the state economy into a capitalist one, based on markets and private ownership. "I am here to change everything, radically and dramatically," he said. Quiroga, who previously held the position of vice president, plans to distribute parts in key sectors, such as lithium and gas, among citizens, which he believes is "a liberal revolution of ownership."

Quiroga also speaks critically of his opponent, the centrist Rodolfo Paza, who proposes social payments, but does not clarify how to finance them. He believes that the government is unable to ensure the necessary $4 billion for the implementation of Paza's proposals.

Quiroga plans to obtain $12 billion from the International Monetary Fund and other international creditors to stabilize the economy and restore currency reserves. He also intends to reduce taxes for investors and ensure new land rights for farmers.

In Quiroga's plans, there is also a change in foreign policy aimed at maximizing economic opportunities, including distancing Bolivia from Iran and recognizing the presidency of Nicolas Maduro in Venezuela.
