European countries will hold talks with Iran regarding the nuclear program

  • Negotiations between E3 and Iran will take place in Geneva.
  • Iran may connect with the reinstatement of sanctions by the end of September.
  • Iran emphasizes that sanctions do not have legal backing.

In Vienna, representatives of the United Kingdom, France, and Germany, known as E3 countries, plan to hold technical talks with Iranian representatives in Geneva on Tuesday. These negotiations are occurring against the backdrop of the term when Europe may reinstate sanctions against Iran through the "snapback" mechanism.

This meeting will include the Iranian Foreign Minister in attendance. The talks are a continuation of a meeting that took place in Istanbul on July 25.

European countries are concerned about Iran's nuclear program, which has resumed uranium enrichment to levels close to weapons-grade, after Iran suspended cooperation with the International Atomic Energy Agency (IAEA) following the bombing of its nuclear facilities in June.

The situation is complicated by the fact that Iran does not allow IAEA inspectors access to its nuclear facilities. European countries have coordinated with the USA, that if Iran does not meet certain conditions by the end of September, they may activate the "snapback" mechanism, which would reinstate all sanctions that were lifted under the 2015 agreement.

This mechanism can be activated by any party to the agreement if it is determined that Iran is not complying with its obligations. The main conditions that must be met include the reinstatement of negotiations with the USA, granting access to IAEA inspectors to nuclear facilities, and reporting on the quantity of enriched uranium.

Iran insists that there are no legal grounds for reinstating sanctions, especially since European countries did not fulfill their obligations under the 2015 agreement following the USA's exit from it in 2018.

In addition, Iran is preparing measures in response to possible reinstatement of sanctions, including limiting cooperation with the IAEA and a possible exit from the Treaty on the Non-Proliferation of Nuclear Weapons.

The negotiations on Tuesday will proceed at the level of deputy ministers of foreign affairs.
