By 4 PM Eastern Time on the evening of the cutdown, all 32 NFL teams must reduce their rosters to 53 players. This process includes various categories in which players may be placed. Some of them may be placed in reserve, while others may start the season on the physically unable to perform list.

The majority of players will either be released or sent to waivers. The difference between these terms lies in the experience of the player in the NFL. Players with four or more seasons may be released outright, becoming free agents. Players with less than four years of experience are subject to waivers and must go through the waiver system.

The waiver process takes 24 hours, but on the day of the roster cuts, the timeframe for cuts is shorter. If a team submits a request for a player who was released by another team, they are required to make corresponding changes to their roster.

Many teams, as a rule, do not claim any players through the waiver system, but some teams are taking this opportunity to bolster their roster. For example, in 2024, 27 players were claimed off waivers, of which "Carolina" acquired six new players.
