Russia Increased Oil Exports Following Attacks on Ukrainian Facilities

Russia revised its oil export plan in September, increasing its volume to 2 million barrels per day. This is 200 thousand barrels per day more than previously planned. The changes were prompted by attacks on Ukrainian facilities, which resulted in a temporary halt of their operations and additional reductions in oil exports.
However, despite the increased plan, the forecast for export volumes remains constrained due to ongoing attacks and changes in maintenance schedules. One of the sources noted that it is unknown how much oil Russia can actually deliver this month or next.
According to estimates, damaged pipelines could reduce exports by 500 thousand barrels per day. Additionally, the situation is compounded by a limited number of tankers available for loading, which reduces Russia's ability to quickly increase oil supplies to foreign markets.
Ukrainian Attacks on Russian Oil Refining Facilities
Throughout the last month, Ukraine has attacked several facilities, including plants of Lukoil and Rosneft, as well as a number of facilities in Rostov, Samara, Saratov, and Krasnodar regions of Russia. In particular, Ukraine has struck the Druzhba pipeline three times, which is used to supply oil to the allies of Moscow — Hungary, Slovakia, and Belarus.
According to the data, Ukrainian attacks in September resulted in the shutdown of capacities that account for nearly 17% of the total refining capacity in Russia.
