The Russian government submitted a proposal to President Vladimir Putin on September 25, 2025, to submit a decree to the State Duma on the withdrawal from the European Convention on the prohibition of torture and the non-refoulement principle. This information is confirmed by the analytical report of the Institute for the Study of War (ISW) dated September 26.
Along with the reported, the proposal was signed by the Prime Minister of Russia Mikhail Mishustin. State Duma Deputy Andrey Lugovoy noted that withdrawal from the convention would be formal, since Russia has already exited from the Council of Europe after the start of the full-scale aggression against Ukraine.
The Ministry of Justice of Ukraine emphasized that the decision on withdrawal from the Convention is an acknowledgment of Russia's guilt. It points to the systematic practice of torture in Russia and attempts to evade responsibility for gross violations of human rights.
According to the statement, today Russia is a territory without law, where human dignity has no meaning. Withdrawal from the Convention only solidifies this reality. The convention provides mechanisms for the prohibition of torture, including the regular visit of the Committee against Torture to places of detention.
Since the beginning of the war in Ukraine, the country has been constantly attacked by the excluded Russia from all mechanisms of cooperation within the framework of the Council of Europe through its transformation into a totalitarian state, which systematically violates human rights and undermines the rule of law.
Russia has also suspended participation in the European Convention on Human Rights, and since 2023, the number of other agreements has ceased to operate on its territory. Withdrawal from the Convention on the prohibition of torture is part of a broader practice of Russia blocking independent access to places of detention, including those referring to the International Committee of the Red Cross.
