The administration asserts that this involves nearly $12 billion that must be spent by September 30, if the rulings from lower courts remain in effect.

Trump believes that the funding of foreign aid is unnecessary, arguing that it does not align with his overarching political goals. At the beginning of September, the tribunal in Washington supported the administration's position, but the full panel of the appellate court did not stop the funding. Non-profit organizations that filed the lawsuits assert that the continuation of funding violates federal law and calls for the suspension of vital programs under the card.
