Experts Warn About Information Attacks from Russia in Ukraine

The Center for Countering Disinformation at the National Security and Defense Council of Ukraine predicts possible themes for Russian disinformation campaigns in the first half of September 2025. The main risks include active utilization of the themes of protests in Ukraine, manipulations regarding the situation at the front, the continuation of negotiations in Istanbul, the effectiveness of the Ukrainian defense, and problems in temporarily occupied territories.

The center expects that Russian propagandists will increasingly utilize the theme of peaceful actions in Ukraine, presenting them as "a call to capitulation" or "a betrayal of power." The main goal is to create a hybrid image of social division and to infiltrate the Western audience.

Moreover, Russia is likely to continue disseminating exaggerated or fake reports about the rapid advance of its troops to the Dnipro and other cities. Fake leaks are expected from representatives of the Armed Forces or local government bodies.

Additionally, the Kremlin is trying to discredit the Ukrainian delegation, accusing it of hindering the negotiation process. Special attention will be paid to narratives about the initiative of a meeting of state leaders, presenting it as a formalism without substance.

In the context of the Dnipro of the Armed Forces of Ukraine, which begins on September 3, Russia may seek to sow doubts about the effectiveness of the Ukrainian defense. It is also predicted that a large-scale information campaign will commence, starting with a series of battles in the Kharkiv region, aimed at portraying Russian troops as aggressors and presenting Ukraine as the aggressor.

Among other threats are manipulations regarding the exchange of prisoners, mobilization, the agricultural sector, and the water crisis in the TOT. The center warns that the goal of most of these campaigns is to demoralize Ukrainian society, undermine trust in state institutions, and reduce support for Ukraine across the borders. The head of the center, Andriy Kovalchuk, urged Ukrainians to be cautious due to new informational attacks from Russia.
