The President of Ukraine, Volodymyr Zelensky, in his evening video address on July 28, 2025, emphasized the effectiveness of Ukrainian forces in the fight against Russian drones and announced plans to expand the financing of drones in collaboration with international partners.

Zelensky noted that Ukrainian defenders destroyed 309 Russian drones out of 324 launched overnight on July 28, as well as two cruise missiles. He commended the military for their work and stressed the importance of utilizing interceptors against enemy drones of the "Shahed" type.

During discussions with the President of France, Emmanuel Macron, an agreement was reached regarding the financing of drones for Ukraine. Zelensky stated that the updated plan is already being presented to partners, and the goals related to drones for this year will be achieved.

At the same time, according to the words of the Deputy Prime Minister and Minister of Digital Transformation Mykhailo Fedorov, the Russian army is integrating new technologies that allow "Shahed" drones to evade Ukrainian interceptors. This prompts Ukraine to work on alternative solutions.

Fedorov noted that Russia is increasingly using reactive drones, and Ukraine needs to develop countermeasures urgently. He also reported that Ukraine has signed contracts with several companies for the development of new solutions in the field of drone interception.

President Zelensky stated that Ukraine plans to produce hundreds of thousands of interceptors this year, taking into account the increasing number of destroyed Russian "Shahed" drones. Production has already started, and the total cost is estimated at 6 billion dollars.
