The President of China, Xi Jinping, called for "comprehensive" rescue efforts and emphasized that the authorities should be prepared for "the worst scenarios." The government allocated 200 million yuan (about 28 million dollars) for recovery efforts.

Floods also caused damage to more than 130 cities, and roads were seriously damaged. In some areas, residents were found stranded, and rescue workers were working to assist them.

Experts indicate that in recent years, northern China has been facing record rainfall, which is linked to global warming. In the first half of the year, natural disasters caused economic losses of 54.11 billion yuan (7.5 billion dollars), most of which were attributed to floods.
