China Introduces Annual Subsidy for Parents to Boost Birth Rate

The Chinese government is offering parents an annual subsidy of 3,600 yuan (approximately 375 British pounds) for each child up to three years old. This program is the first national initiative aimed at stimulating an increase in the birth rate in the country.

According to government data, the new policy affects nearly 20 million families. The subsidies are not subject to taxation and are not considered when assessing needs in the means test for the poor. The program will be effective from January 1, 2025, but families with children born between 2022 and 2024 can also receive partial subsidies.

China is facing a demographic crisis: according to the National Bureau of Statistics, the population of the country decreased for the third consecutive year, reaching 1.408 billion people in 2024. The reasons for the decline in birth rates include the previous "one-child" policy and rapid urbanization.

In early 2025, the city of Huhhot in Inner Mongolia began providing residents with 100,000 yuan for the birth of a third child. In other cities, such as Shenyang and Chanchun, subsidies range from 1,800 to 3,600 yuan per child.

Experts also note that financial difficulties, high costs of raising children, and social expectations negatively impact young people's decisions to start families. Without substantial investments in accessible childcare and support for family values, changes may be limited.
