Washington — The administration of President Donald Trump on July 29, 2025, announced plans to revoke the scientific finding that has served as the basis for U.S. actions regarding the regulation of methane emissions and combating climate change.

The revoked rule of the Environmental Protection Agency (EPA) cancels the 2009 declaration that establishes that greenhouse gases and other pollutants threaten public health and welfare.

This "endangerment finding" is the legal foundation for a number of climate regulations, including the Clean Air Act for automobiles, electricity, and other sources of pollution. EPA Administrator Lee Zeldin stated that rewriting this finding is part of a series of ecological rollbacks that have been described as "the biggest day of deregulation in U.S. history."

Zeldin also proposed to revoke limits on emissions from oil and gas operations, which contribute to the production of greenhouse gases. The transportation sector is the largest source of greenhouse gas emissions in the U.S.

Three former EPA officials criticized Zeldin, asserting that his proposal could endanger the lives of millions of Americans and deviates from the agency's mission — to protect public health and welfare.

Along with his proposal, the revocation of the endangerment finding could eliminate existing limits on emissions of greenhouse gases from automobiles, factories, and electricity, as well as allow future administrations to establish rules to combat climate change.

Experts from the environmental protection sector, such as David Doniger, believe that it is impossible to develop a superlative finding that would withstand legal challenges. Moreover, critics have accused the Trump administration of considering the potential revocation of the finding as "a deadly blow" that would allow the elimination of all climate regulations.

Along with the thought of Peter Zalzal from the Environmental Defense Fund, "the endangerment finding is a legal foundation that supports important measures to protect millions of people from serious threats of climate change."
