Zelensky proposes a new law to combat corruption

  • Protests are planned ahead of the consideration of the new anti-corruption bill.
  • Zelensky changed his position after mass protests against the limitation of the independence of anti-corruption agencies.
  • Politicians are concerned about the consequences of corruption scandals for military aid.

This is reported by Radio Free Europe/Radio Liberty, Meduza.

On July 30, 2025, Ukrainians plan new protests to express their dissatisfaction with the government’s previous consideration of the new bill, which aims to restore the independence of anti-corruption agencies. This step follows the adoption of the law on July 22, which limits the autonomy of the National Anti-Corruption Bureau of Ukraine (NABU) and the Specialized Anti-Corruption Prosecutor's Office (SAP). President Volodymyr Zelensky, who signed this law, stated that this is necessary to combat Russian influence on these institutions.

However, the limitations on their independence have sparked outrage among Ukrainians, who began mass protests, disregarding the Russian missiles and drones attacking Kyiv. Zelensky quickly changed his position and submitted a new bill, which is to be considered on July 31. He noted that the new law addresses the issue of Russian influence, but does not guarantee the independence of anti-corruption agencies.

Political experts emphasize that the parliament needs to adopt the new law to avoid serious consequences. Ukraine is currently at war, and corruption scandals could jeopardize the military aid received from the USA and other Western partners.

Western allies, including the USA, expressed concern regarding anti-corruption reforms in Ukraine, and Zelensky is under pressure to restore trust in anti-corruption agencies. At the same time, the bill currently under consideration may prove complex for approval, as some deputies from his party may be affected by the consequences of the dismissed anti-corruption prosecutors.
