Starting September 1, 2025, nearly 8 million borrowers who participate in the SAVE program will again start receiving interest on their loans. This will happen after the completion of the administrative moratorium that lasted more than a year. As a result of a court ruling that suspended the implementation of the program, borrowers were not required to make payments and did not accrue interest.

According to the U.S. Department of Education, this change will lead to additional costs for borrowers. The average borrower under the SAVE program will incur an increased cost of $3,500 per year or approximately $300 per month. For borrowers with low income, this may be even more challenging, as they may be required to save more than $3,000 per year just in the form of interest.

While some payments will remain suspended until the end of the year, the resumption of interest rates will lead to increased loan balances. Borrowers may make voluntary payments only on interest, but these payments will not count towards loan forgiveness programs.

The SAVE program, created by the Biden administration, will be discontinued on July 1, 2028. Borrowers will need to switch to other repayment plans, such as income-driven repayment plans or a new plan for forgiveness that will be launched in 2026.

The Department of Education encourages borrowers to update their income information and explore options for switching to other repayment plans while they process a large number of applications for income-driven plans.
