The adopted law restores the independence of the National Anti-Corruption Bureau (NABU) and the Specialized Anti-Corruption Prosecutor's Office (SAP), prohibiting the possibility of involvement of the prosecutor general. This was reported by the director of NABU, Semen Kryvonos.
According to Kryvonos, the law removes the prosecutor general's ability to interfere in the work of anti-corruption bodies. The prosecutor general can no longer collect cases, transfer them to other law enforcement agencies, or gain access to materials of criminal cases.
Along with the new law, the head of SAP received the authority to independently issue suspicions to high-ranking officials, including ministers and deputies. The law also allows the head of SAP to form a team of prosecutors and personally oversee them in sensitive cases.
The law was adopted by the Verkhovna Rada of Ukraine on July 31, 2025, after parliament reduced the powers of NABU and SAP on July 22. President Volodymyr Zelensky signed the new law, which reflects the urgent need for its adoption, and it was supported by leaders of the European Union.
The EU ambassador to Ukraine, Katarina Mathernova, also expressed support for the law, stating that it is important not only for Ukraine but also for building trust between Ukraine and the EU. Mathernova emphasized that restoring the independence of anti-corruption structures was the result of joint efforts of civil society and political leaders.
