Cyber Alliance of Ukraine, Romania, and Moldova
- The establishment of the cyber alliance is aimed at countering threats from Russia.
- The alliance will include information exchange and training of specialists.
- The opening of the alliance will allow new participants to join.

Ukraine, Romania, and Moldova are creating a regional cyber alliance to strengthen cooperation in the field of cybersecurity. This decision was made during consultations held on July 30, 2025, in Chernivtsi, with the participation of representatives from the National Coordination Center for Cybersecurity (NCCCS) and other agencies.
The main goal of the alliance lies in joint counteraction to cyber threats, specifically hybrid threats from Russia. It also anticipates:
- the exchange of information on cyber threats;
- joint development and implementation of solutions based on artificial intelligence;
- training of specialists for joint cyber operations;
- strengthening the resilience of critical infrastructure;
- protection of democratic institutions.
The NCCCS emphasized that the alliance will be open to new participants from countries that share common democratic values and strategic priorities. The Secretary of the NCCCS, Natalia Tkachenko, noted that Russia exploits cyber warfare as a tool for threats to the security of the democratic world. Therefore, the alliance will become a platform for consolidating collective cybersecurity efforts of the participating countries.
In addition, the Chernivtsi regional military administration has prohibited the creation of a regional cybersecurity center to support the development of the alliance. This, according to the head of the administration, Ruslan Zaparyanok, will help enhance previous experience in this field and contribute to strategic development.
Within the framework of the alliance, there are also plans to develop new mechanisms for international cooperation in the field of cybersecurity and the development of cyber diplomacy.
