Frimpong issued a temporary order on July 11, which prohibits the detention of people when there is no established predicate. The court indicated that primary factors such as race, language, or presence in certain locations cannot serve as sufficient predicates for detention.

Judge Frimpong noted that plaintiffs who filed suits against the government must provide sufficient evidence to prove that immigration authorities conduct patrols without established predicates. The court's decision was the result of ongoing protests against aggressive immigration policies of the Trump administration, which led to the disbandment of the National Guard in the region.
