The operational manager of Ronald Reagan Washington National Airport, Clark Allen, stated that the crash was the result of not only the events of that evening but also accumulated problems over the years. The helicopter did not receive commands from the dispatcher, which escalated the situation.

Experts pointed to the use of night vision goggles, which may have hindered pilots from timely identifying the aircraft. It was also found that the helicopter's altimeters provided inaccurate readings, which could have led to unsafe proximity between aircraft.

Investigators at the NTSB discovered that the communication between dispatchers and FAA management was inadequate. Dispatchers reported several instances of loss of safety in the airspace following the crash, which indicates systemic problems in air traffic management.

In addition, during the investigation, new legislative projects were discussed, which may require the implementation of automatic dependent surveillance technology (ADSB) for military aircraft. Currently, this issue remains open.
