OpenAI has introduced a new artificial intelligence model that does not require an internet connection and can operate on standard devices, such as laptops and smartphones. The new models gpt-oss-120b and gpt-oss-20b were launched on September 5, 2025, and they can be downloaded for free from the platform for developers, such as Hugging Face and Databricks.
OpenAI asserts that these models have a lower impact on the underlying environment, as they require fewer computational resources. However, they still provide text-based responses. The General Director of the company, Sam Altman, noted that these models could serve as a foundation for new research and innovations.
Microsoft has also made the gpt-oss-20b model available for Windows 11 users through the Windows AI Foundry platform. This model is optimized for code execution and the use of tools that make it useful for creating automated assistants. To run the model, a computer or laptop with at least 16 GB of VRAM is required.
The new models are also available on Amazon AWS, which is the first exception where OpenAI models can be launched locally on Windows. This underscores the dynamic partnership between OpenAI and Microsoft.
