Ukrainians Reject the Russian Peace Plan

• 76% of Ukrainians reject the Russian peace plan
• 54% support a joint peace plan by Europe and Ukraine
• 39% are ready to accept the conditions of the USA, but the majority consider them unacceptable

This is reported by Interfax Ukraine, Ukrayinska Pravda.

According to a survey conducted by the Kyiv International Institute of Sociology (KIIS) from July 23 to August 4, 2025, 76% of Ukrainians categorically reject the peace plan imposed by Russia. Only 17% of respondents could agree to the conditions set by the aggressor.

The survey also shows that 54% of Ukrainians support a joint peace plan imposed by Europe and Ukraine. In comparison to May 2025, when this figure was 51%, it has increased. 39% of respondents are ready to accept the conditions proposed by the USA, compared to 29% in May.

Among the three proposed plans: the Russian, the American, and the European, the latter is considered to be the most acceptable for Ukrainians. The Russian plan involves significant restrictions on the Ukrainian army, a refusal of NATO membership, and recognition of territories controlled by Russia, part of the Russian Federation.

In all regions of Ukraine, according to the results of the survey, the majority categorically reject the conditions of Russia, and only a small part of the population is ready to accept them. As noted by the Executive Director of KIIS Anton Grushevsky, despite the aggressive actions of Russia, public opinion in Ukraine remains stable, open to negotiations.

The survey was conducted using the method of telephone interviews, in which 1,022 respondents aged 18 and older participated, who at the time of the survey resided in the territory of Ukraine, controlled by the government.
