Along with the information, the head of the Russian delegation at the negotiations in Istanbul, Volodymyr Medinsky, stated that the third round of prisoner exchanges is being delayed due to Ukraine's refusal to accept 1000 of its soldiers. Medinsky also accused Ukraine of adopting a "selective approach" to exchanges.

The Center responded to these statements, noting that they are false. It emphasized that Ukraine adheres to the principle of "everyone for everyone" in exchanges, while Russia is known to resort to detentions for manipulating the public and undermining trust in Ukrainian state institutions.

The Center also reported that Russia is actively spreading disinformation, including fake reports about Ukrainian prisoners regarding the fact that certain individuals were excluded from the exchange lists.

Source: After the third round of negotiations in Istanbul, the leaders of the Ukrainian and Russian delegations announced an agreement regarding the exchange of more than 1200 prisoners from each side. On September 3, President Volodymyr Zelensky stated that work on the exchange lists continues after a meeting with the Secretary of the Russian Security Council, Nikolai Patrushev.

A representative of the Main Intelligence Directorate of Ukraine, Colonel Andriy Yusov, explained that the exchange and the principle of "everyone for everyone" which was agreed upon during the second round of negotiations on February 2, requires consideration of the specific incident, which requires time for realization.

The coordinating staff has so far refrained from commenting on the details of the agreement, reached during the third round of negotiations on July 23.
