The Use of Zaporizhzhia NPP by Russia Threatens European Security

The Ministry of Foreign Affairs of Ukraine expressed deep concern regarding the data from the International Atomic Energy Agency (IAEA), which confirms the use of the Zaporizhzhia Nuclear Power Plant (NPP) by the Russian Federation as a military facility.

On September 6, 2025, the director of IAEA, Rafael Mariano Grossi, noted a serious incident at the Zaporizhzhia NPP. During the inspection of the storage of spent nuclear fuel, the agency recorded numerous artillery shelling from the territory of the plant, which has been ongoing for more than a year.

This activity is part of the systematic tactics of Russian occupying forces. Using the largest nuclear power plant in Europe as a shield, the aggressor strikes civilian Ukrainian cities, knowing that any military response is limited due to the risk of a nuclear catastrophe.

The Ministry noted that as a result of previous shelling, critical infrastructure has already been damaged, including the external power lines necessary for ensuring the basic needs of the Zaporizhzhia NPP.

Any incident could lead us to a catastrophe of continental scale. The Ministry of Foreign Affairs emphasized that the establishment of military positions on the territory of the nuclear facility is an act of nuclear terrorism, which requires an immediate reaction from the international community.

The Ukrainian government calls on international partners to put pressure on Russia, demanding immediate demilitarization and deoccupation of the Zaporizhzhia NPP and its return under the control of a legal operator — the company “Energoatom”.
