President of the USA Donald Trump signed a secret decree that allows the Department of Defense to use military force against Latin American narcotic cartels, designated as foreign terrorist organizations. This decision, reported by The New York Times, grants official authority to conduct military operations against these groups on the territory of neighboring countries and in international waters.
Trump is actively promoting military action in human rights operations, which raises legal questions, especially since the use of force against civilians could be considered murder under conditions where the conflict is not sanctioned by Congress. He also urged the State Department to designate various cartels as terrorist organizations, including Tren de Aragua and Mara Salvatrucha (MS-13).
This decree is part of a broader campaign by the Trump administration against drug trafficking, including efforts to curb the influx of fentanyl into the USA. The government has also increased the reward to $50 million for information leading to the arrest of Venezuelan President Nicolás Maduro, who is considered one of the largest drug traffickers in the world.
Utilizing military forces to combat drug traffickers across the border may become a significant step, as previously similar actions took place only in isolated cases, such as the incursion into Panama in 1989 for the arrest of Manuel Noriega.
