Sanctions Against Rosatom and Energy Companies

The President of Ukraine Volodymyr Zelensky signed a decree on new personal and sectoral sanctions against 35 individuals and legal entities associated with the state corporation Rosatom and Russian energy companies. These measures were approved by decrees No. 594/2025 and No. 595/2025.
On August 8, the National Security and Defense Council of Ukraine decided to impose new special sanctions against the Rosatom corporation and its global infrastructure.
The sanctions cover 18 individuals and 17 companies that were involved in the integration of the Zaporizhzhia nuclear power plant into the Russian energy system, participated in the seizure of the Chernobyl nuclear power plant, manufacturing and servicing nuclear equipment, as well as the export of enriched uranium through a subsidiary company in Europe.
Among the key figures in the list are Mykyta Konstantinov, deputy general director of the AT "Concern Rosenergoatom", as well as companies Uranium One Holding N.V. (Netherlands), Rosatom Finance Ltd (Cyprus), and AT "Kirov-Energomash" (Russia).
The owner of the sanction policy Vladyslav Vlasiyuk noted that expanding the sanctions list against Rosatom is an important part of restricting Russia’s access to critical nuclear technologies and financing.
In addition, coordination of sanctions with key international partners continues. Ukraine fully synchronized its sanctions with those that were adopted by the USA in 2025, targeting the energy and military-industrial complex of Russia, as well as on the intermediary markets in third countries.
The list of sanctions includes subsidiaries of Gazpromneft in Russia, Kazakhstan, Tajikistan, Kyrgyzstan, operators of the "tanker" fleet of Russia, and traders that circumvent restrictions on prices for oil products.
Among other goals are companies that manufacture equipment for the military-industrial complex of Russia in Russia, China, Turkey, UAE, and Malaysia, as well as financial and logistical structures that help evade sanctions.
Ukraine declares its readiness to provide further coordination with international partners to tighten the sanctions regime and minimize risks of evasion from sanctions.
It is noteworthy that this week Zelensky introduced sanctions against the "tanker" fleet of Russia, signing a law previously adopted by the Verkhovna Rada of Ukraine. The document states that sanctions and arrests of Russian vessels will ensure the security of Ukraine and limit the possibility for the Kremlin to support military operations at the expense of supplies from "tanker" deliveries.
