Syria will not participate in negotiations with the SDF in Paris

The Syrian government will not participate in the planned negotiations with the Kurdish forces, known as the Syrian Democratic Forces (SDF), which were to take place in Paris. This was reported by the Syrian state news agency SANA, referring to a statement made by the government.
Along with the announcement, the Syrian government emphasized that future negotiations should ideally take place in Damascus, as this is the "legitimate and national address for dialogue among Syrians." Earlier this year, the SDF signed an agreement with the new government, aimed at integrating Kurdish forces into the state institutions of Syria.
This agreement was intended to unite the region that has been devastated by 14 years of war and envisions the integration of Kurdish forces, which control parts of Syria, with Damascus. However, the agreement does not specify how exactly the SDF will be integrated into the Syrian armed forces, as the SDF is focused on maintaining its own forces as a single block, while the government wants soldiers to be integrated individually.
This situation arose after a conference organized by the Kurdish administration, at which representatives of several Syrian minorities were present. The conference called for the establishment of a "democratic constitution" that would ensure decentralization and participation from all segments of Syrian society. The Syrian government had previously issued calls for decentralization.
According to the information from SANA, this conference dealt a blow to the negotiations aimed at realizing the agreement reached earlier. The Syrian government also stated that it will not participate in any meetings planned in Paris, and will not engage in negotiations with any party that seeks to reflect the era of the previous regime.
The SDF accuses government forces of attacks on their territory in northeastern Syria more than 22 times, and claims that they continue to demonstrate hostility. However, such actions undermine mutual trust and hinder achieved agreements.
