Azerbaijan may lift the embargo on the supply of arms to Ukraine if Russia continues its attacks on Ukrainian gas infrastructure, through which Azerbaijani gas flows.

On August 10, 2025, the presidents of Azerbaijan Ilham Aliyev and Ukraine Volodymyr Zelensky held a telephone conversation, during which they discussed the attacks of Russian troops on the gas infrastructure of Ukraine and attacks on the SOCAR oil depot in Odessa.

Both leaders expressed concern about the actions of Russian armed forces. As reported by the publication Caliber.Az, if Russia continues its aggressive policy regarding the interests of Azerbaijan, Baku may begin to consider the possibility of lifting the arms embargo on supplies to Ukraine.

Russian forces recently began systematically attacking energy facilities in Azerbaijan, which compels Baku to take appropriate measures. It is noted that on August 7-8, 2025, Russian troops attacked the SOCAR oil depot in the Odessa region, which led to a fire and the destruction of oil products. During the attack, four workers were injured.

This is already the second attack in recent weeks on facilities in Ukraine related to Azerbaijan. Earlier, Russian troops attacked a gas distribution station, which is an important element of the Transbalcan gas pipeline, which began transporting Azerbaijani gas to Ukraine on June 28.
