U.S. Senator Lindsey Graham (Republican Party) expressed the opinion that Ukraine and Russia must exchange certain territories to end the war. He noted that such an exchange is only possible after receiving security guarantees for Ukraine.

Grem stressed that "it is impossible to end the war without negotiations," and expressed hope that Ukrainian President Volodymyr Zelensky would be able to participate in the process. He also mentioned that "Ukraine cannot expel all Russians, and Russia will not leave Kyiv," so there may be some local exchanges at the end.

The senator pointed out the importance of providing Ukraine with security guarantees to prevent renewed aggression from Russia. He recalled the annexation of Crimea in 2014 and the full-scale invasion in 2022 as examples of aggression.

Grem also clarified that the exchange of territories does not necessarily include large territories, not limited to the battlefield. He indicated that the U.S. and allies would continue to supply weapons to Ukraine, deploy European forces on Ukrainian territory, and promote economic integration.

This statement marks a change from his previous position, when in 2023 Graham asserted that "Ukrainians understand that wars do not end with the return of territory to the aggressor." He warned that if Putin is not stopped, he will continue his aggression, which increases the risk of NATO's involvement in the conflict.
