On August 12, 2025, the High Council of Justice appointed Igor Kushnir as a new member of the High Qualification Commission of Judges of Ukraine (HQCJ). This decision was supported by the European Union ambassador in Ukraine, Katerina Maternova, who noted that Ukraine continues to implement judicial reforms on the path to the EU.

Maternova emphasized that Kushnir's appointment is an important step in increasing public trust in the judiciary from the side of society and international partners. She also noted that the HQCJ now has a full composition of 16 members.

Igor Kushnir is a judge of the Supreme Court. He received his legal education at the National Academy of Law of Ukraine and worked as a judge in the Commercial Court of Chernigiv Oblast from 2004 to 2017, as well as in the Supreme Court from 2017 to 2020. Kushnir's appointment filled a vacant position in the commission, which became available after the dismissal of Roman Ihnatov in early 2024.
