This also applies to authoritarian countries, such as Germany and France, where worsening conditions for human rights have been documented.

The report also includes assessments of the situation regarding human rights in Ukraine, indicating violations by both Ukrainian and Russian forces. According to the report, Ukrainian government structures have also faced criticism for human rights violations.
