Mediators propose Hamas plan for resuming truce talks

On August 12, 2025, the Hamas delegation arrived in Cairo to discuss the resumption of the truce in Gaza. This initiative by Egypt aims to achieve a temporary agreement for 60 days of a ceasefire, which was interrupted last month.

The delegation is led by senior Hamas official Khalil Al-Hayya. He is discussing with Egyptian officials the issue of a ceasefire and expediting humanitarian aid to the besieged Palestinian territory.

Egyptian Minister of Foreign Affairs Sameh Shoukry stated that Cairo is working with Qatar and the USA to resume the initial proposal, which envisages a two-month ceasefire, including some Israeli guarantees for Palestinian crossings and uninterrupted delivery of humanitarian and medical supplies.

The plan also includes temporary management of Gaza by 15 Palestinian technocrats under the control of the Palestinian Authority for six months.

In addition, Israeli media reported a broader proposal for Hamas: the release of all Israeli captives in exchange for Palestinian prisoners, as well as a gradual withdrawal of Israeli troops under the supervision of Arab and American observers.

Negotiations were halted last month when American and Israeli delegates left for consultations. Abdelati noted that "a comprehensive agreement for ending the war in Gaza" is possible if both sides show goodwill.

Experts believe that talks in Cairo could begin with a partial truce, but could transition to a comprehensive agreement if negotiations progress positively.

Israeli Prime Minister Benjamin Netanyahu expressed doubts about the possibility of a partial agreement with Hamas, stating that the chances of this are diminishing.

According to health officials in Gaza, since the beginning of the Israeli operation, over 61,000 Palestinians have been killed, and significant destruction has also been recorded.
