Naftogaz of Ukraine and the European Bank for Reconstruction and Development signed an agreement for a sum of 500 million euros for the purchase of gas. This was announced by Prime Minister Yulia Svyrydenko on September 13, 2025.
This agreement is the largest project of the bank in Ukraine. For the first time, a loan is obtained without a state guarantee from Ukraine, but with the support of the EU guarantee. Svyrydenko noted that this will allow Ukraine to prepare for the heating season and ensure warmth and electricity for households during the cold winter days.
The General Director of Naftogaz, Sergey Koretsky, emphasized that the agreement demonstrates support for international partners in the context of threats from Russia. The loan is the first issued under the UIF Hi-Bar EU program, which aims to meet the needs of the state guarantee of Ukraine.
Naftogaz plans to purchase gas from more than 30 previously qualified suppliers, along with contracts that meet the standards of the European Federation of Energy Traders.
