Estonia expels the first secretary of the Russian embassy

On August 13, 2025, the Ministry of Foreign Affairs of Estonia announced the expulsion of the first secretary of the Russian embassy, Dmitry Prilepin, a person non grata. This occurred due to active interference in the internal affairs of the country and violations of the constitutional order.

The Estonian Ministry of Foreign Affairs summoned the representative of the Russian embassy and handed him a diplomatic note, in which it was stated that Prilepin was asked to leave the country.

The Minister of Foreign Affairs of Estonia, Margus Tsahkna, emphasized that the activities of the diplomat blatantly violated the constitutional order and legal system of Estonia. "The Russian embassy continues to interfere in the internal affairs of the Republic of Estonia, and we do not allow any actions organized by a foreign state on our territory," he noted.

Estonia also plans to inform its partners and allies about this situation. The government responds to Article 9 of the Vienna Convention on Diplomatic Relations, which allows the receiving state to expel any member of a diplomatic staff person non grata without explanation.

Expulsion of Russian diplomats for violations

This is not the first case of the expulsion of Russian diplomats. In the past year, several countries have also taken similar decisions due to Russia's interference in their internal affairs.

For example, in Estonia, a Russian embassy employee was already expelled earlier this year. Similar decisions were made by Slovenia and Latvia, expelling Russian diplomats due to provocations from their side.
