On September 13, 2025, federal judge Rita Lin ordered the Donald Trump administration to restore part of the federal funding for the University of California, Los Angeles (UCLA), which had recently been frozen. The judge upheld the decision that the suspension of funding violates a previous order issued in June, which prohibits the cancellation of grants from the National Science Foundation (NSF) for the university.

In the previous order, the court stated that NSF's actions are illegal. UCLA reported that the government froze 584 million dollars in funding, and Trump threatens to cut federal funds for universities due to student protests in support of Palestine.

Judge Lin noted that the Trump administration proposed a deal for 1 billion dollars, requiring UCLA to withdraw funds, which, according to the university's statements, could "damage" the educational foundation. Protesters, including some Jewish groups, assert that the government misinterprets their criticism of Israel's war in Gaza as anti-Semitism.

The court's decision also underscores the documented experts regarding freedom of speech and academic freedom in the context of pressure on universities from the Trump administration. California Governor Gavin Newsom called the administration's proposal a form of coercion.

This court ruling resulted from a collective appeal submitted by researchers from the university system of California, who accuse the Trump administration of illegal cancellation of grants without due process. The court also indicated that the terms "suspension" and "cancellation" do not have a substantive distinction in their influence on funding.
